MINISTER FOR FOREIGN AFFAIRS
Senator the Hon. Bob Carr
May 5, 2012
DIPLOMATIC APPOINTMENT: AMBASSADOR TO VIETNAM
Foreign Minister Bob Carr today announced that Mr Hugh Borrowman will be Australia’s next Ambassador to Vietnam.
Mr Borrowman is expected to take up his appointment in July 2012. He will replace Allaster Cox who has been Ambassador since September 2008.
The bilateral relationship between Australia and Vietnam is thriving. The Comprehensive Partnership, signed in 2009, is testament to both nations’ commitment to deepen the relationship further ahead of next year’s 40th anniversary of diplomatic relations.
Vietnam is a rising and influential regional power with which Australia shares a growing range of interests. New and expanding areas of cooperation include defence and security, legal cooperation, climate change, health, human rights, counter-terrorism, and combatting transnational crime and people trafficking.
Education and development assistance remain the cornerstone of the relationship. Australia is the leading provider of government scholarships to Vietnamese students, while Vietnam is the fourth ranked source country for international students studying in Australia.
Australia and Vietnam enjoy a strong and expanding trade and investment relationship which has grown at an average of 10 per cent per year over the last ten years.
Vietnam also shares our interest in strong and functioning regional and multilateral structures and is a leading participant in the Association of South East Asian Nations (ASEAN) and the East Asia Summit.
Mr Borrowman is a senior career officer with the Department of Foreign Affairs and Trade (DFAT) and was from November 2009 until recently First Assistant Secretary, South East Asia Division. Prior to this, he was seconded to the Department of the Prime Minister and Cabinet as First Assistant Secretary, International Division.
Mr Borrowman previously served overseas, as Counsellor, Australian High Commission, London; Counsellor, Australian Embassy, Stockholm with an earlier posting to Brussels.
Educated at the Australian National University, Mr Borrowman holds a Bachelor of Arts degree in Asian Studies and a Graduate Diploma in International Law. He is married and has three adult children.
